We see a neutral impact on our mobile internet coverage. Progress inonline payments will expand fee collection channels, while the laggingproximity payment could limit innovation in business models, in our view.

    The 2011 China Mobile Payment Industry Forum, organized by ChinaInstitute of Communications, was held in Beijing on April 14-15 to discussprogress and prospects of proximity payment development in China.
    Due to high exposure to 2.4GHz, we believe Nationz could see negativeimpact if 2.4GHz fails to become standard for financial applications, butcould benefit from possible earlier take-off in industry apps. These havelargely been reflected in our estimates.

    Highlights: 1) slow progress in proximity payment: while optimism forremote payment, i.e. online payment, is prevalent among participants ofthe forum, they also agreed it could take 2-3 years to accumulate user baseof tens of millions for proximity payments; 2) three obstacles:technology standards, security concerns and lack of policy impetus arewidely recognized by participants; 3) updates on frequency standards:according to Zhang Qi from MIIT 13.56MHz was largely agreed asproximity payment standard in late 2010, with 2.45GHz likely only allowedin closed application environments; 4) NFC-SWP likely the mainstreamsolution: NFC-SWP solution is now preferred out of concerns overtechnology sophistication, stability and compatibility, as noted by MIITresearcher Wang Zhiqin. 5) booming industry applications in localmarkets: despite slow progress in national standards, industryapplications in local markets gain momentum, e.g. local governmentdrivenpublic system applications and operator-driven school and industryapplications, using either 13.56MHz or 2.4GHz; 6) future of 2.4GHz liesin industry applications: participants welcomed China’s proprietarystandard 2.4GHz, believing the technology is more suitable for closedapplication environments.
